Biography
Jillian Roque has over 15 years of experience in leading various projects and campaigns related to migration, public health and education, social protection, trade justice, governance and labor rights. She has been involved in various international fora and conferences such as the UN High Level Dialogue on Migration and Development, UN’s Preparatory processes for the Global Compact for Migration, the Global Forum on Migration and Development, and the World Social Forum on Migrations. She was one of the experts who contributed to the development of the ILO Fair Recruitment Principles and Operational Guidelines at the ILO Tripartite Meeting of Experts held in Geneva. She has headed research projects on labor migration in the health and social care sectors and served as consultant for the ILO and Public Services International. She has also taught courses on social sciences and civic education at De La Salle – College of Saint Benilde and Quezon City Polytechnic University. Jillian Roque is currently Chief of Staff at the Public Services Labor Independent Confederation (PSLINK), a national confederation of government workers and their unions and associations representing more than 114,000 employees from all over the country. She is also the national coordinator for a global project of the International Trade Union Confederation that seeks to promote fair recruitment practices and empower migrant workers through an innovative online platform
